An attorney-at-law focused on public procurement, whose hands-on experience across the procurement landscape and its regulatory framework spans more than 13 years. His strength lies in combining legal expertise with years of practical experience on the contracting authority’s side – allowing him to see procurement as a strategic instrument for achieving a client’s objectives, rather than merely a set of procedural rules.
More than seven years of that journey were spent at the Estonian Defence Forces and the Estonian Centre for Defence Investment, where Ringo was responsible for the lawful conduct of nearly 1,000 procurement procedures with a combined value exceeding EUR 2 billion. He has worked with every type of procurement procedure and with the most demanding subject matter – from medical technology and construction to weapons and defense systems. As the vast majority of these procurements exceeded the international threshold, he has rare experience conducting complex negotiations with the world’s leading defense industry companies.
Ringo has represented clients in more than 60 proceedings before the Public Procurement Review Committee, as well as in numerous subsequent court disputes. This litigation experience enables him to anticipate risks already at the procurement preparation stage and to build a position that holds up in dispute.
He also has extensive experience with European Union funding. Ringo advises clients throughout the entire funding lifecycle – from structuring a procurement that meets the funding conditions to communicating with granting authorities and control bodies – helping to avoid recovery claims and financial corrections and to represent the client’s interests in control proceedings.
In addition to advisory work, Ringo is a trainer in the field of public procurement, sharing his practical experience with specialists from both the public and private sectors. He has been an attorney-at-law since 2025.
