Glimstedt’s role in supporting Ukraine lies primarily in advising on cross-border defence industry matters, investments, regulatory issues, and public procurement. In cooperation with its Ukrainian partner law firm Ilyashev & Partners, Glimstedt has advised on procurements, transactions, and projects in Ukraine, Estonia, and the wider Baltic region with a combined value of approximately EUR 4 billion. This has included advising on a number of defence and military industry projects, including investment raising, as well as the development, structuring, and market entry of defence-related products and technologies.
Randu Riiberg and Ringo Heidmets, who lead Glimstedt’s defence industry practice, noted that the Glimstedt and Ilyashev & Partners team combines practical expertise in public procurement, investments, government relations, and defence sector regulation.
In his presentation, Ringo Heidmets emphasised that members of the firms’ teams have previous professional experience in defence forces, procurement agencies, and public authorities in Estonia, Ukraine, and the wider region. Today, more than 30 leading defence and military sector companies place their trust in Glimstedt and its cooperation partners.

The visit was the largest and, to date, the most successful Estonian defence industry visit to Ukraine this year. Over the course of two days, more than 400 participants attended the Estonia–Ukraine Defence Cooperation Forum, and approximately 100 bilateral meetings took place. Representatives of the Ministry of Defence of Ukraine, military units, border guard authorities, police, and other public authorities were present, together with a number of other decision-makers and representatives of the Ukrainian defence industry. This format of cooperation supports the development of the defence capabilities of both Estonia and Ukraine and creates a foundation for long-term and substantive partnerships.
Glimstedt’s participation in the visit reaffirms the firm’s continued commitment to supporting Ukraine through practical legal advice, cross-border cooperation, and legal solutions related to defence industry and public sector projects.
The visit was organised by the Ministry of Foreign Affairs and the Embassy of Estonia in Ukraine in cooperation with the Ministry of Defence of Estonia, the Estonian Defence and Aerospace Industry Association, and Miltton Ukraine.
The visit was funded by the European Union’s recovery instrument, NextGenerationEU.
